No, you cannot. You can only register for the Level 3 exam after you’re verified as having passed Level 2, otherwise it’s theoretically possible (and also likely) that a significant proportion of candidates would find themselves registered for Level 3 but not eligible to take the exam because they didn’t pass Level 2.
