So if I passed level 3 but don’t have the 4 years of relevant experience, am I supposed to just sit around until I have 4 years? Or do I need to start applying and then wait to be approved?

Unfortunately you can’t get the CFA charter until you get 4 years of relevant work experience – I think you can join as an associate member but can’t really call yourself “Dice Boy, CFA” until you are fully approved. 🙁

Is it possible that someone who passed all 3 levels of the CFA exams not get approved for the charter, simply because he/she only has 4 years’ working experience in a middle office/operational (back office) role in the financial industry? As in, not a role directly involved in the decision making process.

I think this depends on how you’ve written it in your application. I got one year of back-office experience approved so no problems for me there.
