Have the 2013 Kaplan study material but didnt take the exam that year. Should I buy the new study material (650 usd-essential) package or ..?

Yeah using 2013 material is way too risky in my opinion….MAYBE you could get away with 2015 material if you paid close attention to changes in the syllabus, but 3 year old material is putting yourself at a definite disadvantage.
If you MUST use 2013 material make SURE you track all curriculum changes since then and study those topics directly from the CFAI material.
